Japan tax-free shopping: the November 2026 refund change
The purchase date matters. Japan’s official traveler guidance introduces a refund method for purchases made on or after November 1, 2026.

What changes on November 1?
Under the new method, shoppers pay the tax-inclusive amount at purchase. The consumption-tax equivalent is refunded after customs confirms that the goods are being taken out of Japan. Do not assume a tax-free price shown in an older shopping guide describes what you will pay at the register after the transition.
Allow for the full upfront payment
A later refund and a reduced checkout amount are different cash-flow experiences. Budget for the full charge first. In your comparison, record the tax-inclusive payment and expected net refund separately so you can account for fees and conversion differences.
Build the departure procedure into your itinerary
The official guidance requires export confirmation within 90 days of purchase. Follow the airport or seaport instructions and present your passport at the tax-free procedure terminal. Goods must remain available for any required inspection; complete the procedure before checking baggage containing them. Consult the official page for eligibility and current operational details.
Check each purchase date on a trip spanning the change
A trip may span October and November, but the relevant trigger is when each purchase is made. Keep purchase dates beside receipts and comparisons. Ask each store to explain the procedure applicable to that transaction rather than applying one assumption to the whole trip.
How to use the worksheet
Enter the tax-inclusive yen price as the foreign price. Enter home-currency units per yen, not yen per home-currency unit. Then enter the net refund you expect in yen, card fees and any additional home costs. The worksheet is illustrative: it does not decide whether you qualify or fetch a live exchange rate.
Why a refund does not settle the whole comparison
The item’s local price, currency movement, payment fees, refund conditions and return-home obligations all matter. Match the same reference and variant in Japan and your home market, then confirm availability with the boutique. A country-level tax change alone does not tell you which purchase is cheaper.
